About
The First Selectman is the chief executive officer of the town. His or her job is to oversee the day-to-day operations of the town government in accordance with the decisions made by the town meeting. The First Selectman in Scotland also serves as the cemetery sexton, the highway supervisor, the tree warden, and the chief of police. The First Selectman is not a sworn officer, nor are the town constables. Policing services are provided by the Connecticut State Police Troop D in Danielson.
The duties of the First Selectman include:
Direct and coordinate the administration of the town with the policy advice and authority of the Board of Selectmen.Coordinate short term and long range policy, planning and development to address the needs and welfare of the town and its residents.- Serve as Chairman of the Board of Selectmen, which functions as an executive team.
- Coordinate, review and submit annual budget recommendations to the Board of Selectmen.
- Prepare capital expense budget and five year capital improvement plan.
- Oversee activities of town departments to assure compliance with town policies and procedures.
- Work closely with Board of Education officials to assure cooperation of town government in meeting needs for school-age children.
- Participate in the negotiations of major town agreements, with state and federal agencies, and with private parties.
- Oversee human resource administration.
- Issue pistol permits and maintain records.
